ராமநாதபுரம் மாவட்டம், பசும்பொன்னில் வெள்ளிக்கிழமை நடைபெற்ற முத்துராமலிங்கத் தேவரின் 113 ஆவது ஜயந்தி மற்றும் 58 ஆவது குருபூஜையில் பங்கேற்ற முதல்வா், தேவா் நினைவிடத்தில் மலா் வளையம் வைத்து அஞ்சலி செலுத்தினாா். அவருடன், துணை முதல்வா் ஓ. பன்னீா் செல்வமும் மலா் வளையம் வைத்து அஞ்சலி செலுத்தினாா்.

ஏழை, எளிய மாணவ, மாணவியரின் மருத்துவக் கனவை நனவாக்கும் வகையிலேயே உள் இடஒதுக்கீடு குறித்த அரசாணையை தமிழக அரசு பிறப்பித்துள்ளது. உள் இடஒதுக்கீடு அரசாணை மூலம் சமூக நீதி பாதுகாக்கப்பட்டுள்ளது. ராமநாதபுரம் மாவட்டத்தை வளமிக்கதாக்கும் வகையில் காவிரி-குண்டாறு இணைப்புத் திட்டம் ரூ.14 ஆயிரம் கோடியில் செயல்படுத்தப்படவுள்ளது.
அரசு விழாவாக அறிவித்தது அதிமுகதான்: மறைந்த முதல்வா் எம்ஜிஆா் காலத்தில்தான் தேவரின் ஜயந்தி விழா அரசு விழாவாக அறிவித்து நடத்தப்பட்டது. தேவா் நினைவிடம் அதிமுக ஆட்சியில்தான் புனரமைக்கப்பட்டது.
பசும்பொன்னில் முடிக்காணிக்கை மண்டபம், தியான மண்டபம், பால்குட மண்டபம் மற்றும் தனி அணுகுசாலை என அனைத்து வகை உள்கட்டமைப்புகளும் அதிமுக ஆட்சியில்தான் ஏற்படுத்தப்பட்டன.
சென்னை நந்தனத்தில் தேவரின் முழு உருவச்சிலையும் அதிமுக ஆட்சியிலேயே அமைக்கப்பட்டது. தோ்தல் காலத்தில் கொடுத்த வாக்குறுதியின்படி, தேவா் நினைவிடத்தில் உள்ள அவரது உருவச் சிலைக்கு 13 கிலோ தங்கக் கவசத்தையும் மறைந்த முதல்வா் ஜெயலலிதா அளித்துள்ளாா் என்றாா் முதல்வா்.

பெரிய தொகைக்கான அதாவது ரூ.50 ஆயிரத்திற்கும்மேல் காசோலைகளை வங்கிகளில் டெபாசிட் செய்யும்போது சம்மந்தப்பட்ட வங்கிக்கு முன்கூட்டியே தெரிவிக்க வேண்டும். இல்லையென்றால் அந்த காசோலை மூலம் பணம் பெறவோ, பணம் செலுத்தவோ முடியாது என்ற புதிய திட்டத்தை ரிசர்வ் வங்கி ஜனவரி 1 முதல் அறிமுகம் செய்யவுள்ளது. வணிகம், சொந்த செலவு உள்ளிட்ட பல்வேறு பணிகளுக்காக பணம் பெறவோ, பணத்தை செலுத்தவோ வங்கிகளில் நாம் காசோலைகளை கொடுக்கிறோம். இந்த காசோலைகளை பணமாக மாற்றும்போது பணம் பெறும் நபரின் வங்கி கணக்கு எண், பெயர் ஆகியவற்றை தெரிவிக்க வேண்டும்.
இந்த நிலையில் கையெழுத்திட்ட காசோலைகள் தொலைந்து விட்டாலோ, தவற விட்டாலோ, அல்லது திருடப்பட்டாலோ அந்த காசோலை மூலம் வேறு நபர்கள் வங்களில் பணம் பெற வாய்ப்பு ஏற்பட்டு விடும். இதை தடுக்க காசோலை தொலைந்தவுடன் சம்மந்தப்பட்ட வங்கிகளுக்கு தகவல் தெரிவித்து பணம் கொடுப்பதை நிறுத்திவைக்க முடியும். காசோலை பரிவர்த்தனை உள்ள வங்கி கணக்கில் பணம் இல்லை என்றாலும் பணம் பட்டுவாடாவை நிறுத்தி வைக்க முடியும். இதுவரை இந்த நடைமுறைதான் இருந்துவந்தது. ஆனால், இதிலும் பல்வேறு பிரச்னைகளும், நடைமுறை சிக்கல்களும், தகவல் பரிமாற்றம் தாமதமும் ஏற்படுவதால் பணத்தை இழக்கும் அபாயம் உள்ளது.
இந்த பிரச்னையை தீர்ப்பதற்காக ரூ.50 ஆயிரம் மற்றும் அதற்கு அதிகமான தொகைக்கான காசோலை பரிவர்த்தனை செய்யும்போது அது தொடர்பாக வங்கிகளுக்கு தெரியப்படுத்த வேண்டும் என்று ரிசர்வ்வங்கி அறிவித்துள்ளது. இதற்காக ‘’காசோலை துண்டிப்பு முறை’’ என்ற புதிய திட்டத்தை ரிசர்வ் வங்கி அறிவித்துள்ளது. இந்த திட்டம் வரும் ஜனவரி 1ம் தேதி முதல் அமலுக்கு வரவுள்ளது. இந்த திட்டத்தின் மூலம் காசோலையை வங்கியில் செலுத்துவதற்கு முன் எஸ்எம்எஸ், மொபைல் ஆப், இன்டர்நெட் பேங்கிங், ஏடிஎம் ஆகியவை மூலம் சம்மந்தப்பட்ட வங்கிக்கு தகவல் தெரிவிக்க வேண்டும். அதில் பணத்தை பெறுபவரின் பெயர், தொகை, தேதி ஆகியவற்றை குறிப்பிட வேண்டும்.
இதற்கான ஏற்பாடுகளை வங்கிகள் செய்ய வேண்டும். இந்த முறை மூலம் யாருக்கு காசோலை தரப்படுகிறது. அந்த காசோலை உண்மையானதா என்பன உள்ளிட்ட தகவல்கள் உறுதி செய்யப்படும். ரூ.5 லட்சத்திற்கு அதிகமான தொகை உள்ள காசோலைகளுக்கு இந்த முறை கண்டிப்பாக நடைமுறைப்படுத்தப்பட வேண்டும். இதன் மூலம் காசோலை முறைகேடுகள் நடப்பது தடுக்கப்படும். இந்த புதிய முறை குறித்து சம்மந்தப்பட்ட வங்கிகள் தங்களின் வாடிக்கையாளர்களுக்கு எஸ்எம்எஸ், வங்கிகளில் அறிவிப்பு பலகை ஆகியவை மூலம் விழிப்புணர்வை ஏற்படுத்த வேண்டும் என்று ரிசர்வ் வங்கி அறிவுறுத்தியுள்ளது.

நமது வலைத்தளத்தில் கிடைத்த தகவல் படிஅரசு பாலிடெக்னிக் கல்லுாரி விரிவுரையாளர் பணிக்கான தேர்வில், முறைகேட்டில் ஈடுபட்ட, 196 பேருக்கு, அரசு பணியில் சேர, வாழ்நாள் தடை விதிக்கப்பட்டுள்ளது. அவர்களின் பெயர் விபரங்களை, ஆசிரியர் தேர்வு வாரியம் வெளியிட்டுள்ளது.
அரசு பாலிடெக்னிக் கல்லுாரிகளில், 1,060 விரிவுரையாளர் காலியிடங்களை நிரப்ப, 2017ல் ஆசிரியர் தேர்வு வாரியம் சார்பில், போட்டி தேர்வு நடத்தப்பட்டது. தேர்வு முடிவுகள் வெளியான போது, தேர்வை சரியாக எழுதாத, 196 பேர் தேர்ச்சி பட்டியலில் முன்னிலை பெற்றனர். இதுகுறித்து, தேர்வர்கள் பலர் சந்தேகம் எழுப்பியதுடன், அவர்களின் விடைத்தாள் மற்றும் மதிப்பெண் விபரங்களை திரட்டியதில், 196 பேரும், பல லட்சம் பணம் கொடுத்து முறைகேடாக மதிப்பெண்கள் பெற்றது தெரியவந்தது.
இதுதொடர்பாக, சென்னை போலீஸ் கமிஷனர் அலுவலகத்தில், ஆசிரியர் தேர்வு வாரியம் புகார் அளித்தது. விசாரணையில், கணினி ஆப்பரேட்டர் வழியாக, மதிப்பெண்களை மட்டும் கூடுதலாக பதிவு செய்து, மோசடி செய்தது தெரியவந்தது.இந்த விவகாரம், உச்சநீதிமன்றம் வரை சென்ற நிலையில், புதிதாக தேர்வை நடத்த நீதிமன்றம் உத்தரவிட்டது.
இதையடுத்து, முறைகேட்டில் ஈடுபட், 196 பேர், வாழ்நாள் முழுதும் அரசு பணிக்கான தேர்வு எழுத, தடை விதிக்கப்பட்டது.இந்நிலையில், 196 பேரின் பெயர், முகவரி, கல்வி தகுதி, ஜாதி மற்றும் பிறந்த தேதி உள்ளிட்ட விபரங்களை, ஆசிரியர் தேர்வு வாரியம் இணையதளத்தில் வெளியிட்டுள்ளது.
அவர்களில், 154 பேர் இன்ஜினியரிங் பட்டதாரிகள்; மற்றவர்கள் கலை, அறிவியல் படித்தவர்கள். மொத்தம், 196 பேரில், 58 பேர் பெண்கள்.தடை செய்யப்பட்டவர்களின் முகவரிகள் அடிப்படையிலான பட்டியலில், மதுரை, துாத்துக்குடி, தென்காசி, செங்கல்பட்டு, நீலகிரி, பெரம்பலுார் ஆகிய மாவட்டங்களை தவிர, மற்ற அனைத்து மாவட்டங்களை சேர்ந்தவர்களும் இடம் பெற்றுள்ளனர்.
சேலம், கோவை, திருச்சி, அரியலுார், திண்டுக்கல், தேனி, சென்னை, நாமக்கல், காஞ்சிபுரம் ஆகிய மாவட்டங்களை சேர்ந்தவர்கள் அதிக அளவில் இடம் பெற்றுள்ளனர்.

தமிழக அரசுப் பள்ளி மாணவர்களுக்கு, மருத்துவக் கல்லூரி சேர்க்கையில், 7.5 சதவீத உள் இடஒதுக்கீடு வழங்கும் மசோதா, அனைத்து கட்சிகளின் ஆதரவுடன் சட்டப் பேரவையில் ஒருமனதாக நிறைவேறியது. இதையடுத்து இந்த மசோதா ஆளுநர் பன்வாரிலால் புரோஹித்தின் ஒப்புதலுக்காக அனுப்பி வைக்கப்பட்டது. நடப்பாண்டு நீட் தேர்வு முடிவுகள், ஏற்கனவே வெளியான நிலையில், 7.5 சதவீத உள்ஒதுக்கீட்டுக்கு, ஆளுநர் இன்னும் ஒப்புதல் வழங்கவில்லை. இதனால், தமிழகத்தில் மருத்துவப் படிப்புகளுக்கான கலந்தாய்வு இன்னும் தொடங்கப்படவில்லை. இந்நிலையில், மருத்துவப் படிப்பில் அரசுப் பள்ளி மாணவர்களுக்கு, 7.5% இடஒதுக்கீடு வழங்கும் வகையில், தமிழக அரசு இன்று அரசாணை வெளியிட்டுள்ளது.
இதுகுறித்து தமிழ்நாடு ஆசிரியர் சங்கம் அமைப்பின் மாநிலத் தலைவர் பி.கே.இளமாறன் வெளியிட்டுள்ள அறிக்கையில், தற்போது மருத்துவப் படிப்பில் 7.5 சதவீதம் உள்ஒதுக்கீடு வழங்கியதன் மூலம், வருடத்திற்கு சுமார் 300 அரசு பள்ளி மாணவர்கள், மருத்துவ படிப்பில் சேருவது உறுதி செய்யப்பட்டுள்ளது, என தெரிவித்துள்ளார். மேலும், 7.5% உள்ஒதுக்கீடு வழங்கிய முதல்வருக்கு, தமிழ்நாடு ஆசிரியர் சங்கம் சார்பில், நெஞ்சார்ந்த நன்றியினை தெரிவித்து கொள்வதாகவும், அந்த அறிக்கையில் குறிப்பிடப்பட்டுள்ளது.
தமிழகத்தில் நவம்பர் 18ம் தேதிக்கு முன் மருத்துவக் கலந்தாய்வு தொடங்கும் - சுகாதாரத்துறை தகவல்
மருத்துவப் படிப்புக்கான நீட் தேர்வு முடிவுகளில் குளறுபடிகள் இருந்த நிலையில், தமிழகத்தில் எப்போது மருத்துவக் கலந்தாய்வு தொடங்கும் என்று கேள்விகள் இருந்துவருகின்றன. மருத்துவப் படிப்பில் அரசுப் பள்ளி மாணவர்களுக்கான 7.5 சதவீத இடஒதுக்கீடு மசோதாவுக்கு ஒப்புதல் தருவதற்கு தமிழக ஆளுநர் காலதாமதம் செய்ததால் தமிழக அரசு கலந்தாய்வு பணியைத் தொடங்க முடியாமல் இருந்துவந்தது. மருத்துவ படிப்பில் அரசுப் பள்ளி மாணவர்களுக்கான 7.5% உள் ஒதுக்கீடு வழங்கும் மசோதாவுக்கு ஆளுநர் ஒப்புதல் அளித்துள்ள நிலையில் மருத்துவக் கலந்தாய்வு தொடங்குவதற்கான நடவடிக்கைகள் எடுக்கப்பட்டு வருகின்றன.
கலந்தாய்வு நடைபெறுவதற்கு முன்பாக மாணவர்களுக்காக வெளியிடப்படும் prospectus வரும் திங்கட்கிழமை வெளியிடப்படும் என எதிர்ப்பார்க்கப்படுகிறது. அடுத்த ஒரு வாரத்துக்குள் மாணவர்கள் விண்ணப்பிக்க அவகாசம் கொடுத்து தர வரிசைப் பட்டியல் வெளியிடப்படும்.
அகில இந்திய மருத்துவ கலந்தாய்வின் முதல் சுற்று 28ம் தேதி முதல் தொடங்கி நடைபெற்று வருகிறது. இரண்டாவது சுற்று 18ம் தேதி தொடங்குகிறது. அதற்குள்ளாக தமிழக மருத்துவக் கலந்தாய்வு தொடங்கும். பொதுவாகவே அகில இந்திய கலந்தாய்வு முதல் சுற்று இரண்டாம் சுற்று தொடங்கும் முன் தமிழக மருத்துவக் கலந்தாய்வு தொடங்கும். இந்த ஆண்டும் அதே போல் நடைபெறும் என சுகாதாரத்துறை வட்டாரங்கள் தெரிவிக்கின்றன. அரசு எடுத்திருக்கும் முடிவு குறித்து நீதிமன்றத்தில் திங்கட்கிழமை தெரிவித்த பிறகு சட்டச் சிக்கல்களும் இருக்காது என எதிர்பார்க்கப்படுகிறது.
உத்தரகண்டில் நவ.2 முதல் பள்ளிகள் திறப்பு
உத்தரகண்ட் மாநிலத்தில் கரோனா பொதுமுடக்கத்திற்கு பிறகு நவம்பர் 2 முதல் பள்ளிகள் திறக்கப்படும் என மாநில அரசு தெரிவித்துள்ளது.
உத்தரகண்ட் முதல்வர் அலுவலகம் வெளியிட்ட அறிக்கையில்,
நவம்பர் 2 முதல் 10, 11 மற்றும் 12ஆம் வகுப்பு மாணவர்களுக்கு பள்ளிகள் திறக்க அனைத்து பாதுகாப்பு நெறிமுறைகளையும் ஏற்பாடு செய்யப்பட்டு வருவதாக தெரிவித்துள்ளனர்.
இருப்பினும், பள்ளிகள் திறந்தபின் மாணவர்கள் அல்லது ஆசிரியர்களுக்கு தொற்று ஏற்பட்டால் தொற்று நோய்கள் சட்டம், 1897 இன் கீழ் வழக்குகள் பதிவு செய்யப்படலாம் என பள்ளி நிர்வாகத்தினர் அச்சத்தில் உள்ளனர்.
இதுகுறித்து மாநில கல்விச் செயலாளர் ஆர். மீனாட்சி சுந்த்ரம் கூறுகையில்,
பள்ளிகளுக்கு தரநிலைகள் மற்றும் பாதுகாப்பு நெறிமுறைகள் நிர்ணயிக்கப்பட்டுள்ளன, அவற்றைப் பின்பற்றிய பிறகும், ஒரு ஆசிரியர் அல்லது மாணவருக்கு கரோனா தொற்று ஏற்பட்டால் நிர்வாகத்தை குறை கூற முடியாது.
அனைத்து பள்ளிகளும் நெறிமுறைகளைப் பின்பற்ற வேண்டும். அரசாங்கத்தால் நிர்ணயிக்கப்பட்ட தரங்களுக்கு யாராவது இணங்கவில்லை என்றால் மட்டுமே தொற்றுநோய்கள் சட்டம் பொருந்தும் என்று தெரிவித்தார்.
மேலும், பள்ளிக்கு வருவதற்கு முன்பு மாணவர்கள் பெற்றோரிடமிருந்து எழுத்துப்பூர்வ அனுமதி பெற வேண்டியிருக்கும் என்றும், பெற்றோர்கள் தங்கள் குழந்தைகளை பள்ளிக்கு அனுப்ப விரும்பவில்லை என்றால், அவர்களின் இணையவழிக் கல்வியை தொடரப்படும் என்றும் கல்விச் செயலாளர் கூறினார்.

அறிவியல் தொழில் நுட்பத் துறையின் ஸ்தாபனமான அறிவியல் மற்றும் பொறியியல் ஆராய்ச்சி வாரியம் (செர்ப்), ஆராய்ச்சித் துறையில் பெண்களுக்கு வாய்ப்புகளை ஊக்குவிக்கும் வகையில் முற்றிலும் பெண் விஞ்ஞானிகளுக்கான செர்ப்-பவர் என்னும் திட்டத்தை, மத்திய அறிவியல் மற்றும் தொழில்நுட்பம் புவி அறிவியல், சுகாதாரம் மற்றும் குடும்ப நலத்துறை அமைச்சர் டாக்டர் ஹர்ஷ் வர்தன் காணொலிக் காட்சி வாயிலாக தொடங்கி வைத்தார்.
நிகழ்ச்சியில் பேசிய அமைச்சர், அறிவியல் தொழில்நுட்பத் துறையில் பெண் ஆராய்ச்சியாளர்களுக்கு கூடுதல் அதிகாரமளித்தலின் அவசியத்தை எடுத்துக் கூறினார். ஆராய்ச்சி வடிவமைப்புத் துறையில் இருபாலினரையும் ஒருங்கிணைக்கும் முயற்சி உலகளவில் கணிசமான கவனத்தை ஈர்த்துள்ளதாக அவர் தெரிவித்தார். மேலும் 'ஆராய்ச்சித் துறையில் பெண்களின் பங்களிப்பை மேலும் ஊக்குவிப்பது அரசின் முக்கிய முன்னுரிமைகளுள் ஒன்று' என்பதையும் நினைவு கூர்ந்தார்.
